The second region where openness and efficiency are scutinised is an area mainly under the Soviet system. It would not be possible to know anything if that was still the political situation. Times have moved with pace and the area has freedom of speech. Initially it was embraced, but lately the openness is lessening. Two years ago, the Czech Rep, Latvia, Lithuania and Bulgaria would all have scored points, quite high in some cases. Now they have retreated to older ways and zero data is what they offer the world.
Some may say such statistical information is worth money. Basic sales by brand would be of of little or no commercial value. Even basic sales by model would be of modest value. The really valuable data is detailed sales by model that competitors and analysts need, the sort that would overwhelm the private citizen.
It could be argued that such information is for business, not private use, that it has no place in the public domain. However, people do want to know. So if you believe in freedom of information at all, why not allow it to be accessed?
Slovenia is outstanding in leading the seven nations that actually offer the public data. As to openness regarding email requests, I haven't contacted much of this region. When I have done so, answers do not often come. Only Poland is a good place in responding to enquiries that I know of.

Summary: West Europe got a 16.5 average, so a 6.25 average shows that while freedom has come to the East of Europe, for much of the region removing the introverted mindset has a long way to go.
