Thanks to ACEA, we can put these lists together. A few nations have been added by me, and for the Eastern part not every nation is there even with my assistance. I divided it into east and west so that a geographical - and not that long ago political divide - is used.

Western:

Germany will always be the biggest car buying nation In Europe, but the UK is the star of the show for this period. It had 14.6% of the total sales in 2009 and now has 20.4% Either the British are better off than mainland Europeans or they are just ess cautious, ignoring the poor economic conditions? France and Italy have both lost some percentage points in this time and not likely to recover them anytime soon. Spain has been helped by incentives.

Eastern: 
Russia has gone from 57.0% in 2009 to 71.2% now, but with the upheaval that the Ukraine situation has brought about, it is unclear where 2015 will go. The Ukraine had a disastrous year as you would imagine. Many nations in these parts are otherwise increasing strongly in car sales. The Russian figure includes LCVs while the others are passenger cars, but decided to include it anyway.
The falling Ruble has put pressure on car importers in Russia
